For planners, project managers and principal contractors. Under CDM 2015 the time allowed is a safety question as well as a commercial one: the client must allow sufficient time (Regulation 4), and the principal contractor must apply the general principles of prevention when estimating it (Regulation 13).

A. Before the programme is issued: is the time sufficient?

Regulation 4 requires the client to allow sufficient time. Regulation 13 requires the principal contractor to apply the general principles of prevention when estimating it.

  1. Has each stage been given the time the work needs, rather than the time left before the completion date?

  2. Where stages overlap, who is working above, below or beside whom, and is that acceptable?

  3. Do temporary works have their own time for design, checking and permit to load?

  4. Are design information, approvals and long-lead orders on the programme, each with a need-by date?

  5. Is the handover of areas between successive contractors planned, not assumed?

  6. Has somebody reviewed the programme for safety, not only for dates, and is that recorded?

B. Every information need should show

If it cannot turn red, nobody will see it coming.

  1. What is needed: a drawing, an approval or an order.

  2. Who it is needed from.

  3. The date it is needed by.

  4. The activity that stops without it.

  5. Whether it is late today.

C. The Monday routine

  1. Set the progress date.

  2. Mark up what was actually done, not what was planned.

  3. Check the look-ahead: the next few weeks, and what they need.

  4. Give each contractor its own sheet.

  5. Send the weekly report.

  6. If the programme changed, issue a revision and keep the old one.
