Fire roll call and site sign-in checklist
Could you account for everybody on site if the alarm went now? Six checks to make first. Free, one page, no sign-up.
For principal contractors and site managers. Regulation 30 of CDM 2015 asks for emergency arrangements that take account of how many people are likely to be on site. That starts at the gate, with a sign-in record you can trust and a roll call you can take at the muster point.

A. Before the alarm goes
Regulation 30 requires emergency arrangements that take account of the number of people likely to be on site, and that are tested. Regulation 31 requires lit, clear emergency routes where necessary.
You can say how many people are on site right now, without going to the cabin.
Visitors and deliveries are counted, not just the workforce.
The roll call can be taken at the muster point, not only where the book is kept.
Muster points and emergency routes are lit for winter starts and finishes.
Everybody on site knows the alarm, the route and the muster point.
A drill has been run in the dark this winter, and the time it took to account for everybody was recorded.
B. At the gate
Regulation 13 requires the principal contractor to provide a suitable site induction and to prevent access by unauthorised people.
Nobody starts work until inducted on this site, for this phase of the work.
The sign-in record and the induction record can be checked against each other.
Unexpected arrivals are stopped and checked, not waved through.
Signing out at the end of the day is enforced, so the count stays true.
C. Over the Christmas shutdown
It is written down who holds the keys, and who may be on site each day.
Security patrols and early returners sign in like everybody else.
Somebody is always told when anybody is working alone.
